Allow the requirement of an attachment for an expense of a specified type or amount.

Business Impact
Currently an expense report can be submitted without an attachment. If a company requires an attachment, time can be lost rejecting it and having the user attach it, vs. requiring it initially. |
This is definitely needed. We've got the same issue where for anything except Mileage, we want to have the user be required to attach a receipt.
